Reminder for Postcard Campaign to Confer Gazetted Status to Sub-Dn Heads

In the CWC held at Pushkar, Rajasthan on 01st & 2nd August 2009, it was decided to organise postcard campaign requesting the DG, Posts to confer gazetted status to all sub divisional heads with adequate administrative and financial powers.

Accordingly, all IPs and ASPs are requested to write the following text in a postcard addressed to DG Posts and send it in one cover by each division to the Circle Secretary for onward despatch to Postal Directorate in one lot.

Sad Demise of Sri Sitam Ram Sah, ASP, Banka Sub-Dn (Bhagalpur Dn.)

Dear friends,

We inform with pro-found grief that our friend Sri Sita Ram Sah, ASP Banka Sub-Dn. (Bhagalpur Dn.) left for heavenly abode yesterday.
We mourn his sudden demise and pray God that his soul rests in peace. May God extend courage to his family members to bear this sudden trauma.

Allotment and Posting in Group-A Cadre

The orders of the Competent Authority communicated vide Directorate, New Delhi letter no. 4-6/2008-SPG dated 28.07.2009, regarding appointment of the following officers of Postal Service Group ‘B‘ to officiate on regular basis in the Junior Time Scale of Indian Postal Service Group ‘A’ in the Pay Band (PB-3) Rs.15600-39100 with Grade pay 5400 with effect from the date of assumption of charge is hereby conveyed. (A) dated 14.09.92 from DO P&T circulated vide Directorate memo no.25-19/88-SPG dated 13.10.92 is pending against any of the officers he should not be relieved for posting without obtaining specific orders from Directorate. The officers against whom any punishment is current should not be promoted before expiry of currency of punishment. A report in this regard be submitted immediately to this office.
5. Fiixation of pay

All the officer who wish to give option for choosing date for fixation of pay under FR-22 (1) (a) (1) should do so within one month from the date of promotion/ assumption of charge.

6. No representation regarding re-allotment from any of the officers will be entertained in any case unless he joins the promotional post and the request for re-allotment is recommended by the concerned Head of Circle.

7. Relevant charge report may be sent to all concerned.

2nd Financial up-gradation under ACP Scheme

In pursuance of orders contained in Directorate’s letter no.22-2/99-PE I dated 04.01.2000 and 18.09.2003 and on the recommendation of Screening Committee, the Competent Authority is pleased to grant 2nd financial up-gradation to the officials of IPO line in the pre-revised pay scale of Rs.6500-200-10500 and revised Pay Band (PB-2) Rs.9300-34800/- with Grade Pay Rs.4600/- (which is applicable in the case may be) under ACP Scheme w. e. f. the date noted against each official in the enclosed list.

2. Financial up-gradation under the ACP Scheme shall be purely personal to the employee and shall have no relevance to his seniority position. As such there shall be no additional financial up-gradation for the senior employees on the ground that junior employees in the grade has got higher pay scale under ACP.

3. The ACP Scheme evisage merely placement in the higher pay scale to the Govt. Servant concerned on personal basis and shall therefore neither amount of functional / regular promotion nor would require creation of new posts for the purpose.

4. On up-gradation under ACP Scheme pay of the employees shown in the said list shall be fixed under the provision of FR-22 (I) a (i) subject to a minimum financial benefit as per DO P&T OM No. 1/6/97-Pay I dated 05.07.99. The financial benefit allowed under ACP Scheme shall be final and no pay fixation benefit shall accrue at the time of regular promotion i.e. posting against the functional post in higher grade.

5. In case it is noticed that the official has not completed 24 years regular service in PA/SA/IPOs/IRMs cadre on the date of effecting 2nd financial up-gradation or before the date of effect of ACP or any Disc. / Vig. Case pending or contemplated against the official or currency of punishment continuing, should not be allowed to join in the next higher scale and matter be reported to this office immediately.
